Position: Senior Environmental Scientist

“HORNE’s Government Services focus area is searching for a qualified Junior Environmental Scientist to assist with the implementation of environmental projects associated with federal grants & programs related to disaster recovery, specifically for Environmental Review Records & evaluations for funding for a HUD CDBG Program. The position is for an energetic person who will be working on multiple projects simultaneously.”
Duties:
-Work in a team setting that implements strategies, processes, & solutions.
-Support in preparing, reviewing & managing environmental studies & documentation under the National Environmental Policy Act & HUD environmental procedures for the Community Development Block Grant Disaster Recovery projects.
-Research & identify possible environmental concerns & recommend mitigation measures.
-Prepare and/or review technical correspondence, technical reports, work plans, & project specifications.
-Discuss & advise with internal senior scientists & principals on environmental issues & permitting issues; among others.
Qualifications:
-BA in one of the environmental sciences (Biology, Geology, Environmental, Earth Sciences, Coastal, Wetlands Biologist) or environmental engineering.
-5+ years in relevant work experience (master’s degree counts as 1 year of experience).
-Experience preparing NEPA compliant Environmental Impact Statements, Environmental Assessments & Categorical Exclusions.
-Working knowledge of CDBG or similar federally funded program.
-Experience coordinating with regulatory agencies, stakeholders & subrecipients.
-Fundamental understanding of procedural requirements including consultation, permitting, public engagement, & compliance monitoring.
-Experience drafting policies & procedures, public notices, memorandums of understanding/agreement & other environmental documentation.
-Experience in disaster recovery or emergency management setting is preferred; among others.
